There is currently a maximum of streaming data requests per log on. When you have passed this number you will see this message. Please log off and log back on. This will clear the number of requests and allow access again to more. The most common reasons for this error are:

Option displays
When you use the stock symbol on a stock like AOL there are thousands of options being requested from the servers. If you change to using the option code for specific strikes ie: AOE is for strikes up to 50 etc. then this problem may become obsolete.

Portfolio Review
Portfolio review is set to Dynamic. Let's remember the number of dynamic cells is limited by plan, Monitor+Portfolio+Excel. If you are on the 20 dynamic symbol plan and have 20 dynamic symbols in your monitor, having a dynamic Portfolio will surpass the allotment for the log on. You should change the Portfolio to Mark to Market or non-dynamic.
