The right mouse functionality is available once the Portfolio Review turns from gray to black. Is the Portfolio Review black at this point? This color change allows the service to fully load the functions. Usually this is an extremely quick procedure. The timing though can be affected by your internet provider; how much band width they have available and if they have any bottleneck.

How long does it take to turn to gray normally?
Do you have an alternate internet provider you can try?

This also can happen when your mouse is set incorrectly.
Please check by clicking Start- > Settings -> Control Panel- > Mouse and refreshing the setting, then click ok.
